The triage every applicant should get before touching a form: live checks against CIPC, SARS, and existing CSD state — the three systems whose failures the audit showed can each silently block a registration.

Assemble — the validated submission pack

Unsanctioned mode: the rules engine compiles every CSD section into a pre-valued, pre-validated pack. The human files it (Scene 4); nothing touches the portal automatically. Every correction below was applied deterministically — the agent never decides, it only explains.
